I was legal counsel for the Fraternal Order of Police, Illinois State Lodge, for 29 years, which Lodge represented approximately 20,000 Illinois Fraternal Order of Police officers. I represented the State Lodge in its various matters, and I represented police officers in matters of discipline. I was general counsel for the City of Chicago Fraternal Order of Police, which represented approximately 10,000 Chicago police officers. I represented the Lodge for 22 years, challenging the quota systems for police sergeants' promotions. In 1979 through 1981, I was legal counsel for the National Fraternal Order of Police, which represented approximately 150,000 police officers. I represented that Lodge in its own matters and in disciplinary matters involving police officers throughout the United States. I have represented the Village of Westchester, Illinois, in labor negotiations involving public employees, including but not limited to police officers and firefighters, since 1995. Also, presently I am representing the Hoffman Estates, Illinois, Fire and Police Pension Funds. I have been involved in representing police officers and firefighters in their attempts to secure police and fire pensions. I was involved in a very complicated police pension decision which re-emphasized that a pension hearing must be based upon fair due process hearing, Polk v. Board of Trustees of Police Pension Fund of City of Park Ridge, 253 Ill.App.3d 525, 624 N.E.2d 1366, 192 Ill.Dec. 14 (1993). As legal counsel for the National Fraternal Order of Police, the FOP Illinois State Lodge, and City of Chicago FOP Lodge No. 7, I conducted numerous seminars and wrote numerous articles for those FOP organizations.
